Hales Happiness Water Main Conversion Project - Upcoming Road Paving Work and Project Update
Dear Residents:
The Village would like to inform you that road work has begun this week in several areas throughout the Hales Happiness project area. Crews will be completing pulverizing and roadway grading of Woodside Drive, 115th Street, 114th Street, 111th Street, Abbott Ave., Upham Ave, and Mallory. Asphalt patching of water main trenches within the mill-and-overlay sections of Copeland, 116th Street, 113th Street, and 110th Street will also be happening late this week. The lower lift of asphalt is planned to begin late this week within the pulverize and overlay sections of the project and continue into the week of November 24th. The low-flow piping storm sewer, driveway culverts, and ditching work will continue and it is a high priority to finish this within the next few weeks. The upper surface layer of asphalt is still planned for this year but will be dependent on weather conditions. At minimum all roadways will have at least 1 layer of asphalt on them this year.
This initial asphalt paving work including driveway paving will be completed before winter to ensure the roads and driveways remain safe and passable during the winter months. Final surface paving of the mill and overlay streets is planned to happen in the spring of 2026. The turf restoration work will continue as long as weather permits this year, and all remaining restoration work will be completed in spring of 2026 when weather conditions are suitable for proper completion.
During roadway construction and paving operations, you may experience temporary traffic delays and limited driveway access during daytime working hours. At the end of the workday you will be able to access your driveway for overnight hours. Asphalt paving is a moving operation so please understand it is very difficult to give exact dates/times in which you may have limited access to your street or driveway. In most instances you will be able to get in and out of your driveway in case of an emergency. We ask that if it appears your street may be getting paved on a particular day you limit your trips in and out as much as possible during the day.
We greatly appreciate your patience and cooperation during this long project as we work towards completion to improve the Village’s infrastructure. We realize it has caused some inconveniences to residents at certain times.
